Federal Tort Reform? Medical Malpractice Reform on a National Stage?

side note: Republican lawmakers have been trying to establish tort reform at the Federal level for years now. However, what we typically hear from the GOP is their want to have the States control everything. This is how all States work today, they each have their own Departments of Insurance. Do you think we should leave it to the States? Head towards Federal tort reform?
